"the upper part of the dialog shows the tool tip, but not the checkboxes in the
bottom" doesn't mean that help is installed, and thus extended tips available.
The upper valueset has an ordinary tooltip set, and the other two have no
tooltips set.

In extended-help-mode help is searched for extra stuff and if found that's
shown, and falls back to the ordinary tooltip.

Anyhow, if you press F1/Help you definitely get a help page in the internal
help browser, right ?
