This bug may be related to bug 124044.

Changing the VCL via tests using "SAL_USE_VCLPLUGIN=xxx libreoffice" does not
help.  Used "qt5", "kde5", "kde4", "gtk", "gtk2", "gtk3", "gtk3_kde5", "kde",
and "gen".  "gen" failed to start libreoffice.
