As requested.
1. Closed Libreoffice
2. renamed Home/.config/Libreoffice/4/User to User-old
3. Opened libreoffice.
    No existing documents displayed.
4. Opened a new Writer document.
5. Noted that a new /User profile created in
     Home/.config/Libreoffice/4
    along with a .lock file
6. Clicked [Help]
7. Clicked [Help ... F-1]
    The help not installed message displayed with the [View online] and
[Cancel] buttons/
8. Clicked [Cancel]
    Once again,

which confirms that my test using Safe Mode did confirm that the profile was
not part of the problem.
Also confirms that Safe Mode does still exclude the profile when running.

Wish I could provide something more specific to expose the problem.
