Description:
In Impress the character dialog is resizable but it opens with the height of
the whole screen. If you change its size, thise size is not kept the next time
the dialog is opened.

Steps to Reproduce:
1. Open an empty new document in LibreOffice-Impress 6.2.5.0.0+
2. right click in a text area and choose the entry Character
3. Character dialog take the while height of the screen
4. change the size of the dialog
5. close the dialog
6. reopen the dialog

Actual Results:
the Character dialog does not remember its size

Expected Results:
The character dialog should remember its size
