Description:
Please default "Keep ratio" in Image properties editor in Writer to ticked, or
provide a user preference for the default value to be ticked or unticked.

I would expect that the majority of image resizing would involve the aspect
ratio be kept rather than not.  The value is retained if the Image dialog is
re-opened whilst the document is kept open, but if the application/document is
closed then the value switches back to unticked.  Perhaps the ticked/unticked
value could be persisted between application restarts instead?

Perhaps the same could be done for the 'Anchor' value?

Steps to Reproduce:
1. Edit document, add an image, open properties.
2. Tick 'keep ratio'
3. Save and close document.
4. Re-open document, add an image, open properties.
2. 'keep ratio' is unticked.

Actual Results:
'keep ratio' is unticked

Expected Results:
Please enable defaults for 'Keep Ratio' and 'Anchor' to be set, or allow their
values to be persisted between application re-starts.
