To reproduce:

1 - Ensure Tip Of The Day is enabled: If needs be use 'Help->Restart in safe
mode' to clear the user configuration data.

2 - When LO restarts open any ODB file.

Expected result: Tip of the Day is displayed.

Actual result: Tip of the Day is not triggered.

3 - Create/edit/open a form and the Tip of the Day dialog will display.
