I repro for attachment 153763 with LO 4.3 and 6.4+ with and without OpenGL.
Seems that image doesn't load also in OO 3.3 (regardless there's no automatic
transition). 

Reason seems to be "Start on Click" picture fade Animation in MS Office only
for this JPEG image on slide 2. 
That being found, I can't say why slide advances in MSO. Maybe timed slide
advance overrules "Start on Click" animation. 
And that would be the bug. 

As for Xisco unable to reproduce, I can't explain. I set to New. 
Note: Also suffering from slide transition Fade bug 91456 but that's not the
cause, all slides are set as fade.
