Hmm, actually I can reproduce this but ONLY as follows;

Click on the first date parameter, enter the incorrect string
Click on OK to remove message
Click on OK again to remove message

If you move the mouse anywhere else in the parameter query dialog OTHER than
the main window area, then you can escape the dreaded message recall. If you
move the mouse anywhere within that window space, then the message gets
displayed over and over again.
