Description:
In Navigator, once icon whose tool-tip's text is "Content Navigation View" has
been clicked to be activated, Navigator's vertical scroll-bar is no longer
exhibited.

Steps to Reproduce:
1. Show side-bar (Ctrl + F5); select Navigator view;
2. Click icon whose tool-tip's text is "Content Navigation View".

Actual Results:
2. – Navigator's vertical scroll-bar is no longer exhibited; see  Queried
material.

Expected Results:
Navigator's vertical scroll-bar to be kept exhibited according to amount of
content and to automatically scale according to the hight of the area.


Reproducible: Always
