the problem is still reproducible in

Version: 6.5.0.0.alpha0+
Build ID: 4e7e0a29836f0c28471a2f5c605976453f6d29ae
CPU threads: 4; OS: Linux 4.15; UI render: default; VCL: gtk3; 
Locale: ca-ES (ca_ES.UTF-8); UI-Language: en-US
Calc: threaded

Steps:
1. Open Writer
2. Go to Insert - Text from File
3. Select ASCII8BI.TXT

-> Read Error
