transietn 'off by one' lines in scrolling text Skia rendering

On Windows 10 Home 64-bit en-US with Intel HD Graphics 620 supporting Vulkan
1.1.114 with build Version: 6.5.0.0.alpha0+ (x64)

CPU threads: 4; OS: Windows 10.0 Build 18362; UI render: Skia/Vulkan; VCL: win; 
Locale: en-US (en_US); UI-Language: en-US
Calc: threaded

With the new Skia based rendering, scrolling a page of text shows horizontal
lines that advance up the srolled page. They line up across the bottom edge of
document canvas as it is exposed when scrolled into view. As if the canvas is
off by one. 

The effect is visual and transient, and lines clear when canvas is redrawn by
focus away and return.
