I wish I could help.  Unfortunately of my 3 Windows 10 systems, the 2 I hardly
ever use don't exhibit the problem (I run ubuntu/xubuntu on them, dual booted).
 The one system that does fail is my partner's, which only runs Windows and
which needs to work, so I can't run that test myself.

I hope vesper can.

I don't suppose it's relevant, but in my case the system that fails is a new
Intel NUC8i system with an i5 cpu.  The others are 5 or more years old, one
Intel and one AMD.
