Description:
Writer starts to use ~1.5GB memory and one core when some `fodf` file is opened
(like `readlicense_oo/license/CREDITS.fodf` in LibreOffice core code).

Further, two different menu is visible on libreoffice window.

Steps to Reproduce:
1. Open Writer.
2. Open readlicense_oo/license/CREDITS.fodf in LibreOffice core code.

Actual Results:
Writer will start to use high memory and CPU even if left ideal.

Expected Results:
Writer should not use CPU heavily if left ideal and memory usage should be
reasonable.
