If anyone has a system exhibiting this fault, there's a new Windows 10 update
for each OS version that might help.  For 1903 it's KB4524147.  It's said to
fix several recently introduced issues, and includes an update to jscript.dll.

Unfortunately I can't really test it since have got my partner's system working
without the previous updates (and spending many hours doing so) I don't dare
risk it, for now at least.
