I cannot reproduce here. Some questions:

1) What keyboard layout are you using?
2) Are you using any input methods, like IBUS or fcitx?
3) Is LibreOffice the only affected application, or are other KDE/Qt programs
(e.g. Kate) also behaving weirdly?
4) What output does the command 'locale' produce?
5) Does anything change if you change the user interface and locale setttings
in LibreOffice to "English (US)" in "Tools" -> "Options" -> "Language Settings"
-> "Languages"?
