not a regression IMHO as it never worked on Catalina and works just fine in
10.14 or 10.13.

Well that is the million dollar question, since the logging apple does as well
as the commandline tools to inspect the signature all claim that everything is
well. As does the notarization report. No issues, no warnings.
On Catalina:
$ codesign -vvv --deep --strict ~/Desktop/LibreOffice.app/

blocked execution
So. Everything is OK, but Gatekeeper says: nope (and doesn't tell why - none of
the troubleshooting tools give any hint whatsoever) :(((((
