Save is not eanabled in
Version: 6.4.0.0.alpha1+ (x64)

It is the first version with this problem. The bug didn't occur in versions
6.4.0.0.alpha1+ (x64) from
/daily/master/Win-x86_64 at tb77-TDF/2019-10-23_05.37.02/ and older.

Both - Save icon and Save menu item - are not enabled after a document is
opened and also not after it is changed.
A changed document can only be saved via "Save as".

The problem was reproduced with Writer and with Calc.

Reproduce the bug:
- open any existing odf document (odt or ods)
- -> Save menu item is disabled and also the Save icon
- make any changes
- > "Save" remains disabled
- try to close the changed document -> question "Save?" appears, at click on
"Save" nothing happens, document will not be saved
