Sorry, I didn't see I was added to this one until after receiving the untouched
bug notification.

Maybe this bug is caused by how outline nodes are organized in document model.
Notice in the Navigator Headings are listed in the following order:

Header Heading
Footer Heading
Heading 1
Heading 2
Heading 3

SwCursorShell::GotoNextOutline() and SwCursorShell::GotoPrevOutline() are
places to start to look for a solution. These both lead to SwCursor::IsSelOvr
which to me looks challenging.
