Have changed title of the bug to indicate that it only occurs when the shape is
inside the frame.

No problem with adding textbox to a shape.
And no problem with:  Create shape outside a frame, add the textbox, then
anchor the shape in the frame.

Tests done with: 6.3.3.1, Windows 10.0; UI render: default; VCL: win;
