Description:
If you insert some text in the header of Writer document and write-protect it
with password, it can be easily removed by deleting the header, what it think
is not a correct behaviour.

Steps to Reproduce:
1. Write some text in a header
2. Mark the text as a write-protected Section (Menu/Insert/Section)
3. Delete the header.

Reproduce the same steps, but not in header. You can not remove the Section.

Actual Results:
The Section will be deleted.

Expected Results:
Writer should ask for the password before deleting the header.
