The line numbering here is not a real line numbering, as in: Tools - Line
numbering.
More like a frame containing manually aligned paragraphs and anchored to the
header.

Also the header and footer seem to be the real culprits here. Removing them
makes the document rather readable and the bullets and numbering in the main
text are consistent with the example attachment #143213

I suggest further simplifying the example file in Word and changing the meta
bug.
