Description:
In Tabbed, Tabbed Compact, and Groupedbar Compact UI the keyboard shortcuts
displayed like Alt+F for File, Alt+M for Menu do not have any effect.

Steps to Reproduce:
1. Under Menu > UI select Tabbed, Tabbed Compact, or Groupedbar Compact
2. Press Alt + F key
3. Observe the menu does not display

Actual Results:
Menu does not appear

Expected Results:
Menu would appear


Reproducible: Always


User Profile Reset: No
