Description:
The 'points' measurement units means nothing for all users. Except some old
print industry guys, points is completely unpractical. It should be the default
units, either millimeters or inches, whatever is chosen at the options.

Steps to Reproduce:
1. Select some cells
2. Hit Ctrl-1
3. At the border tab attempt to set the border width to 0.5 mm. Those who don't
figure out, to type 0.5 mm will fail even to calculate how many points is 0.5
mm. Moreover, after typing 0.5 mm, the input is changed back to points so it's
unable to verify the actual value in millimeters.

Actual Results:
Borders measurement units is stuck at points.

Expected Results:
Display the border units in the chosen units (metric/inches)
