Description:
Every time I want to set a password on Files to send them safe to someone the
saved file with password is broken.

Steps to Reproduce:
1.Creat Document 
2. enter content in File
3. Save with password


Actual Results:
File can't be opened  and I get the message that it is broken, I can't even
enter the password.  

Expected Results:
Can open document, enter Password


Reproducible: Always


User Profile Reset: No



Additional Info:
The file with password is smaller then the normal saved File.
