Date as Percentage; Cleansed File

This is a cleansed file showing the bug.  If there is something in this file I
missed that might be problematic, I'd appreciate a note so I can correct it
before it is too widely distributed.  Note: I will also post a screenshot of
the error in action in case it does NOT duplicate when someone else opens the
file.  Also note that the original creation date of this file is 2015 and it is
updated to the new year, every year.  I have checked the old files (opened
them) and they are now showing the same date-as-percentage issue.
