I also noticed this this bug, however it seems to appear on Windows only. In
particular, I noticed to following behavior:

Single screen configuration (Windows only): Annotations seem to not work at
all, drawings are not shown.

Dual screen configuration / presenter console (Windows only): Drawing on the
main screen showing the presentation are not working, however drawing on the
presenter screen is possible and the drawings appear on the main screen as soon
as you move the mouse onto it.

Expected behavior: Drawing on both, presenter screen and main screen are
possible and are immediatly shown.

On Linux, drawing on the main screen is possible and works as expected. Still,
drawing on the presenter screen also requires to move over the mouse to the
main screen to let the drawings appear onto it as well. But I don't know if
that's a bug or an intended feature...
