Pasting on the second page, instead of the first

Steps to Reproduce:
1. Open attachment 155421 [details] (bug 131684)
2. CTRL+A (3X)
3. CTRL+X
4. CTRL+V -> Everything add to a new page

Actual Results:
Content moves to the second page

Expected Results:
Pasted back again on the first page


Reproducible: Always
