You have to add the 3D Effects icon/tool to the Drawing toolbar.

There are two ways of doing this.

First way
1. Right-click in an empty area on the Drawing toolbar and select Visible
Buttons from the context menu.
2. Locate the 3D Effects in the context menu and select it. A checkmark (✓)
against each name indicates which button is installed on the Drawing toolbar.
3. The 3D Effects icon will appear in the Drawing toolbar.

Second way
1) Right-click in an empty area on the Drawing toolbar and select Customize
Toolbar from the context menu opening the Customize dialog.
2) Make sure that Drawing is displayed in the Target text box.
3) Scroll down in Available Commands until you have located In 3D Effects and
then select 3D Effects.
4) Click on the right-facing arrow and the 3D Effects command will appear in
Assigned Commands.
5) Click OK to save your changes and close the Customize dialog. The 3D Effects
icon will appear on the Drawing toolbar.
