Description:
The anchor to character isn't moves & tends to move

Steps to Reproduce:
1. Open the attached file
2. Click the image, find the anchor. Drop it at the red, green, or yellow text
3. Press save 
4. File & Reload
5. Click the image again.. anchor..

6. Drag the image.. anchor moves to top of the page?

Actual Results:
Anchor behaves unexpectedly 

Expected Results:
Proper anchoring
