Description:
Deleting empty paragraph deletes anchored to object

Steps to Reproduce:
1. Open the attached file
2. Delete second last paragraph -> Graph disappears

Actual Results:
Graph disappears

Expected Results:
Anchor is invisible, so probably not. Word does never delete the object.. It
always moves the anchor up


Reproducible: Always
