I can't reproduce this with

Version: 6.4.3.2
Build ID: 747b5d0ebf89f41c860ec2a39efd7cb15b54f2d8
CPU threads: 8; OS: Mac OS X 10.15.4; UI render: default; VCL: osx; 
Locale: fr-FR (fr_FR.UTF-8); UI-Language: en-US
Calc: threaded

1) Open a new Draw document
2) Draw a 2D object, e.g from one of the 2D object toolbars.
3) Convert the object to 3D, either simple 3D or rotational 3D

4)(a) Select converted object, right-mouse button click click on 3D Effects,
dialog displays.

OR

4)(b) Enter Customize menu for the Draw toolbar, find 3D Effect button and add
it to toolbar. Ensure that it is activated. Save changes to Customize dialog,
noticed that the 3D Effect button is displayed in the toolbar.

5) Click on 3D Effect button in toolbar - dialog displayed.

What am I doing differently ?
