There are several ways to enter it:
A right-click the field. The context menu has a 'Special character' item, which
opens the Special Character dialog.
Or use regular expression and and \u00A0.

It is indeed not possible to use Ctrl+Shift+Spacebar. But that has been
reported already in bug 89573.
