Another observation
1. Type =B1 into B2
2. Enable track changes
3. Copy B2
4. Paste in B1
5. CTRL+SHIFT+F9 
6. Edit -> Track Changes -> Manage
7. Discard the change (paste)
8. #REF! still around -> Also not in 4.3.7.2
