Description:
SVG is rendered improperly with Skia Vulkan

Steps to Reproduce:
1. Open attachment 160031 look at the image
2. Press F5 -> Compare

Maybe another bug: circles are somewhat 'segmented' (look closely) in
presentation mode with Skia/Vulkan Skia/Raster while being smooth in OpenGL/GDI

Actual Results:
Fat outer lines are missing

Expected Results:
Should be shown (compare presentation mode)
