Moving an image anchor to character slightly up, moves the image down (and
creates empty area on the previous page);
Steps to Reproduce:
1. Open the attached file
2. Drag the image on pag 3 slightly up
Actual Results:
Image moves down; page 2 half empty
Expected Results:
Image goes up no empty paragraph
Reproducible: Always
User Profile Reset: No
