This seems to be a special problem of 
Version: 6.4.4.2
Build-ID: 3d775be2011f3886db32dfd395a6a6d1ca2630ff
CPU-Threads: 6; BS: Linux 4.12; UI-Render: Standard; VCL: kf5; 
Gebietsschema: de-DE (de_DE.UTF-8); UI-Sprache: de-DE
Calc: threaded

If I change 
VCL: kf5; to VCL: gtk3; 

The screen reader works without any problem here.
With VCL: gtk2; the screen reader says nothing in LO ...
