Not reproducible in

Version: 7.1.0.0.alpha0+
Build ID: 76c40b82e6a44539cd43f326c00246e759449571
CPU threads: 4; OS: Linux 4.19; UI render: default; VCL: gtk3
Locale: en-US (en_US.UTF-8); UI: en-US
Calc: threaded

Using the up arrow goes from 12 to 1 and vice versa.

Could you please try to reproduce it with the latest version of LibreOffice
from https://www.libreoffice.org/download/libreoffice-fresh/ ?
I have set the bug's status to 'NEEDINFO'. Please change it back to
'UNCONFIRMED' if the bug is still present in the latest version.
