Thanks for reporting.  I believe your suggestion is covered in the "optical
margin alignment" feature suggested in bug 106513, and has marked this as
DUPLICATE.

If you disagree, feel free to change the status of this bug back to UNCONFIRMED
and add a brief explanation.

BTW, from what I understand, the "Allow hanging punctuation" feature for Asian
typography in LO is rather different from the issues your Latin-based script
users care about.  It is as simple as "don't put commas and periods at the
beginning of a line".  And while trivial in languages such as English, it is a
rather complicated task for Chinese and Japanese that don't use spaces in their
text, and therefore has no natural line-break candidate positions.
