I re-installed LO 7.0.0.3 (replacing 6.4.6.1 completely).
Afterwards, I tried with the updated German language pack installer:
* It could not find the LO Application
* After manually selecting the LO Application from the application directory,
it successfully installed.

So it seems both the check (now removed) and the way to identify the installed
LO is not working correctly - at least on some systems, including mine.
The good news is that it is now installable through the manual selection of the
target application (not sure if this is fine with non-tech users).

no shell extensions, default zsh shell
