Description:
Image becomes empty frame after anchoring to page

Steps to Reproduce:
1. Open attachment 164065
2. Anchor the image on the second page to 'to page'

Actual Results:
Image moves up (of page) and becomes an empty frame

Expected Results:
Image was visible in 4.4.7.2 
going of page is introduced between 4.0 and 4.1 (in 4.0 it will jump to bottom)


Reproducible: Always


User Profile Reset: No



Additional Info:
Image becoming invisible. Found in 7.1 not in 4.4.7.2
