Description:
There are many dialog boxes ("DB") which "get in the way" of the underlying
document and cannot be moved independently of the underlying document. For
example, most of the dialog boxes in the Format category (Format/Character,
Format/Paragraph, etc.) cannot be dragged and moved without reducing the size
of the underlying document and dragging it along with the dialog box. This is a
major annoyance, because there are times when you need or want to see the
underlying document at the same time that you are working in the dialog box.
Maybe you cannot go back and fix existing dialog boxes, but it would be great
if you could take this into consideration moving forward for any new or changed
dialog boxes.

Steps to Reproduce:
1.Open and work on Writer Document.
2. In the menu bar, click on Format, Character (for example)
3. Try to move dialog box on your screen so you can see underlying document and
section you want to change.

Actual Results:
Attempting to drag the dialog box out of the way of the underlying Writer
document results in minimizing the underlying document and dragging it along
with the dialog box. In short, the dialog box "gets in the way" and cannot be
move independently of its underlying document.

Expected Results:
Expect to be able to move ALL dialog boxes independently of the underlying
document. For example, when you do Find and Replace you can drag that dialog
box out of the way of the underlying document. LO is very inconsistent in the
way dialog boxes are either "fixed" or "movable."
