Description:
Section created, has 4 columns; table placed inside, one of several.
Table's options set for no cells breaking across columns and no breaking table
across columns.
Column displays with 1 or more cells breaking across columns, ignoring that (1)
there is room to display the full cell without forcing the section to cross a
page boundary, and (2) it's been told not to break across columns.


Steps to Reproduce:
1. create section with 3+ columns
2. Create table with significant text per cell
3. Set table for no breaking cells across columns
4. set table for not allowing breaking table across columns.

Actual Results:
table still breaks across table

Expected Results:
Table should remain in column, or move entirely to next column.
