This is followup to bug #134111
The example file attachment #162167 contains long data labels that appear
horizontally in Word.
Opening in Writer these appear 45 degrees rotated, despite the label properties
saying 0 degrees rotation.
Enabling the Overlap setting on X Axis – Label tab causes the rotation to be
applied.

Steps to reproduce:
    1. Open attachment #162167

Actual results:
X axis labels are still not horizontal.

Expected results:
X axis labels should be horizontal. See  attachment #162168 for reference.
