A change like this would impact on entire project--not just Windows builds.
Dropping the Graphite flavor fonts for more complete OTF packaging has
drawbacks beyond missing support for OTF implementation, which are being
supported within the Graphite framework.
Also, support for documents that previously made use of Linux Libertine G and
Linux Biolinum G Graphite smartfont attributes would have to be handled with
fallback.
Still kind of appealing to consider Libertinus Math as replacement for
OpenSymbol, and cleaning up the remaining PUA mappings to use BMP/SMP Unicode
directly.
