and in 7.0 the issue is less relevant.

After deleting the content of the comment, with right-click on the same cell
you can create a new comment ("Insert comment...") over the context menu but
then the old empty one vanishes.

Calc handles an empty comment in the context menu of a cell in the same way as
there is no comment at all.
