Only out curiosity. Is this more or less the same as 135578 comment 10? Or
unrelated? 

Off topic mode:
I still consider - or hope - that all of the issue being caused by one flaw (or
number of smaller flaws coming together). So one fix will squeeze the 100 bugs
of mine at once ;-). I as what I intend to do is to create a kind of sample
database.

OTOH, I'm still finding inconsistency's in M. Stahl his anchor unifying
approach. So deleting empty paragraph moves images up. So in the worst case
there plenty of smaller tweaks needed to get everything into one harmonized,
coherent single model. 
Instead of a general line with quite a bunch of exceptions. Which you can call
corner cases to some extend, but with the number of anchors around and all
kinds of editing rather normal to hit once in a while. At the point you start
fixing it up again. As you can mostly can work around it, but still
infuriating, maddening,  frustrating, time consuming business.

LibreOffice handles images in some ways better compared to Word, but not sure
if this is true of the whole line. Especially if you take into account DOCX
anchoring oddities not seen in ODT etc.
