Description:
When an image is inserted/pasted in WRITER, anchored "As Character", and then
rotated, the contents/image itself rotates but not the frame that contains the
image. 

Steps to Reproduce:
1.Insert or paste and image into a WRITER document
2.Change the anchor to "As Character"
3.Rotate the image plus of mines 90 degrees

Actual Results:
The contents of the frame rotate but not the frame itself.

Expected Results:
The frame and the image should rotate together.


Reproducible: Always


User Profile Reset: Yes


OpenGL enabled: Yes

Additional Info:
This has happened in all Libre Office versions I've tried to date (not sure
which was the earliest), including v6.4.6.2 installed today.  I note that if I
follow the same sequence in MS WORD, the frame and contents rotate together as
you would expect.
