Description:
Anchor a chart behaves differently/wonky compared to an image

Steps to Reproduce:
1. Open the attached file
2. Press enter after Lightning (last word)
3. Chart moves further down to what would be expected
4. Correct it
5. Select the chart again 
6. Select the anchor and drag it to the original position, so after Lightning..
chart moves up inside text
7. Select the chart and drag it to original position.. it refuses to have to
anchor after Lightning

Actual Results:
Anchor to chart (and probably as fontwork) has it's own handling. Different
from image

Expected Results:
Harmony
