Negative padding is not allowed in CSS 2.1.
"Unlike margin properties, values for padding values cannot be negative."

Negative padding is not allowed in upcoming CSS 3.
"Negative values for padding properties are invalid."
in section 4.1 in https://drafts.csswg.org/css-box-3
