It should not be "fixed" in any way. Our installer lists fonts that we need to
install. They are all versioned. The installer just tells Windows Installer
service its information, and the system service decides if the resources
existing/missing need updating/installing.

If some resource already present on system is unversioned, or has version lower
than that in installer package, it will be updated. That is normal and OK. If a
user wants to create something like personal tweaked fonts, the user is free to
make their versions arbitrarily high, to prevent their upgrade..
